The proposed resolution authorizes a noncompetitive purchase of chemicals and supplies to be used for EAB mitigation for the years 2022 to 2026. The amount of supplies purchased will begin at $220,000 in 2022 and escalate by $10,000 annually. The Streets Division annual budget includes funding for this purchase supported by the Urban Forestry Special Charge (12504700-53365-00000).

Body
SiteOne Landscape Supply Holding LLC (SiteOne hereafter) has supplied chemicals and supplies to the City of Madison’s Forestry Section (City, hereafter). The City needs the chemicals and supplies to treat Ash trees in a cost-effective manner as part of the EAB mitigation program. SiteOne has met these supply needs by providing delivery of chemicals and supplies for the Forestry since 2016. The cost of these chemicals and supplies will be:
2022 - $220,000
2023 - $230,000
2024 - $240,000
2025 - $250,000
2026 - $260,000
WHEREAS, the City EAB Task Force recommends using TREEage insecticide to treat ash trees as part of the Madison EAB Response Plan; and
WHEREAS, municipal pricing for TREEage insecticide and application/injection equipment is determined by the manufacturer (Arbor Jet); and
WHEREAS, due to training, product storage and service needs, Forestry would like to use SiteOne as the sole source for purchasing for five years, from 2022 through 2026; and
WHEREAS, for the reasons explained above and in the attached Noncompetitive Selection Request Form, SiteOne Landscape Supply Holding, LLC is the only distributor of TREEage insecticide and equipment in Dane County.
