Fiscal Note
The proposed resolution authorizes a one-year, non-competitive service contract with Thin Line Psychological Services. The contract will not exceed $120,000 and is grant funded through the EMS Funding Assistance Program (Munis #15744). Funding for the contract is available in the 2026 Adopted Madison Fire Department's Operating Budget. No additional appropriation is required.

The City of Madison Fire Department aims to assure we are providing the best possible care to our community by ensuring our providers are in the best health to do so. Thin Line Psychological Services, located in Delafield, Wisconsin, is an agency that is specifically trained in public safety psychological services. They provide mental health wellness check ups and follow up visits, both in person and virtually, providing maximum access to our first responders. They are a respected and experienced organization that has a strong reputation for trusted support within the statewide public safety community. They can provide a service for and trust of first responders, and the opportunity for sustained success and engagement of our members relies upon their comfort and trust in these providers, something that has been long needed for the MFD.
WHEREAS, in 1989, Wisconsin Act 102 created the original Emergency Medical Services (EMS) Funding Assistance Program (FAP) to provide supplemental funding for emergency medical services for equipment and training.
