Title
Authorizing the adoption of amendments to the "Regulations Governing Vending on the State Street Mall/Capitol Concourse" regarding electrical outlet use by vendors, and to create new procedures to determine the amount of equipment merchant vendors may use to update the Mall/Concourse vending site map, and to authorize the VOC to approve future changes to the map.
Body
WHEREAS, Section 9.13(6) of the Madison General Ordinances provides that the Vending Oversight Committee (VOC) is empowered to promulgate regulations not inconsistent with Sec. 9.13, governing the sale of goods and personally prepared food on the State Street Mall/Capitol Concourse; and the number, size, location of vending sites therein; and
WHEREAS, pursuant to Sec. 9.13 the Common Council must approve certain regulations promulgated by the VOC; and
WHEREAS, these regulations are currently published in a document entitled "Regulations Governing Vending on the State Street Mall/Capitol Concourse;" and
WHEREAS, at its meeting on July 26, 2006, the VOC promulgated a variety of amendments to the Regulations Governing Vending on the State Street Mall/Capitol Concourse, as follows:
1. To require that mall-concourse food or craft vendors use only 110 volt electric outlets.
2. Changing the method for determining the number of tables or racks that a mall/concourse merchant vendor may display on the sidewalk in front of their business (based upon the width of the storefront).
3. Adopting changes to the Capitol Concourse Street Vending Map for the current vending season and modifying the procedure to allow future map changes to be approved by the VOC without having to come back to the Common Council for approval.
WHEREAS, the new vending site map is attached hereto as Exhibit 1, and the other amendments to the Regulations are set forth in an attachment (Exhibit A) to this Resolution using underlines to indicate new text and strike-outs to ...
