Body

WHEREAS, The City of Madison and the Wisconsin Department of Transportation have proposed a project to construct S High Point Road from Mid Point Meadows Plat to Raymond Rd; and

WHEREAS, the City of Madison has completed preliminary design of the project, which includes creation of an eighty-foot wide right-of-way and the construction of S High Point Road to a three-lane urban section, a 10-foot wide multi-use path and 5 foot wide sidewalk; and that the proposed designs will adequately serve the area traffic projections through the design year of 2050.  The intersection of Raymond Rd and S High Point Rd is proposed to be reconstructed with a roundabout; and,

WHEREAS, the City of Madison Common Council adopted RES-25-00513, File ID 89697 on October 7, 2025 approving roadway geometry for the construction of S High Point Rd. from Mid Point Meadows Plat to Raymond Rd., which geometry showed the inclusion of bike lanes on both sides of the road; and,

WHEREAS, the City of Madison Common Council adopted RES-25-00623, File ID 90546 on December 9, 2025 approving a relocation order to acquire the necessary land interests for the S. High Point Rd. project through the use of eminent domain; and,

WHEREAS, the City is unable to use eminent domain for acquisition of land for new bike lanes, and is proposing to keep the new right-of-way at the desired width (eighty feet) while changing the bike lanes to roadway shoulders.

NOW, THEREFORE, BE IT RESOLVED, that the revised roadway geometry for S High Point Rd from Mid Point Meadows Plat to Raymond Road is hereby approved.
