Fiscal Note
The proposed resolution authorizes a noncompetitive service contract of $150,000 to President and Fellows of Harvard College, acting on behalf of the Taubman Center for State and Local Government at the Harvard Kennedy School. The contract will provide for an evaluation of the Community Alternative Response Emergency Services (CARES) Program and will be funded by a City of Madison award to Public Health Madison Dane County of American Rescue Plan Local Fiscal Recovery (ARPA) funds. No appropriation is required.

WHEREAS the City of Madison agreed to award Public Health Madison Dane County $150,000 of American Rescue Plan Local Fiscal Recovery (ARPA) funds for the purpose of evaluating the Community Alternative Response Emergency Services (CARES) program; and
WHEREAS, awarding the funds in this way is consistent with the allowable uses for ARPA local fiscal recovery funds because it is in alignment with Expenditure Category 3 - Services to Disproportionately Impacted Communities 3.13 Social Determinants of Health; and
WHEREAS, Public Health Madison and Dane County would like to contract with the President and Fellows of Harvard College, acting on behalf of the Taubman Center for State and Local Government at the Harvard Kennedy School for this evaluation, based on their experience and expertise in this work; and
