Fiscal Note
The proposed resolution amends the 2021 Adopted Stormwater Utility Capital Budget to reflect the use of Federal Emergency Management Agency (FEMA) and Wisconsin Emergency Management (WEM) disaster assistance funds to partially offset the cost of the repair to the Spring Harbor outfall wall. Under FEMA Project 169492, the City will receive $212,493 from FEMA and $35,416 from WEM resulting in a reduction in GO Bonds of $247,909.
The budget amendment is as follows:

The proposed resolution also authorizes awarding the contract for Spring Harbor Outfall Repair at a total estimated cost of $581,180 including contingency. Funding for the project is available in the following MUNIS accounts:

WHEREAS, on August 20, 2018 the Westside of the City of Madison experienced a very significant rain event with rainfall amounts ranging from 5 to 10 inches which fell in approximately 6 hours; and
WHEREAS, this rain event resulted in the structural failure of the Spring Harbor outfall retaining wall; and
WHEREAS, the Spring Harbor outfall has been structurally supported with temporary sheet-piling since the failure of the retaining wall in Aug 2018 as described above; and
WHEREAS, City Engineering has been working on the design of a new retaining wall with the neighborhood since approximately early 2019; and
WHEREAS, City Engineering has worked with the neighborhood to arrive at the outfall repair public works improvement project represented and bid under Contract 8525; and
