Fiscal Note
The proposed resolution amends the adopted 2017 operating budget of the Stormwater Utility by adding a 1.0 FTE position under the classification of Engineer 2 (CG18-RG08). The annual cost of the new position, inclusive of benefits, is $75,851.
The proposed position would be funded via Stormwater Utility reserves and capital funding for Stormwater projects that the position would be assigned to. The Stormwater Utility is requesting the additional position to provide services associated with the Citywide Flood Mitigation capital program that was adopted in the 2017 capital budget as a budget amendment.

Preamble:
The Engineering Division identified numerous flooding projects during the summer and Fall of 2016, after submittal of the 2017 Capital Budget. Based on the flooding problems, an amendment was approved within the Stormwater Utility budget prior to final adoption. The amendment provided funding for Capital Projects to solve the flooding problems. The amendment also recognized that the City Engineer would evaluate the need for additional staffing to ensure this initiative is carried out in a timely manner. The City Engineer has determined the most efficient and cost effective way to address this need is to assign a more experienced engineer to the flooding problems and adding a new engineer to fill the resultant void.
NOW THEREFORE BE IT RESOLVED, that the 2017 Adopted Budget is amended to appropriate $75,851 within the Stormwater Utility budget for staff costs associated with the creation of the new position; and,
NOW THEREFORE BE IT FURTHER RESOLVED, that the 2017 Adopted Budget is amended to create 1.0 Full Time Equivalent Engineer 2.
Now Therefore, Be it Resolved, that the 2017 Stormwater Utility Operating Budget is hereby amended to add a position of Engineer 2.
