Authorizing electric service agreements for the purchase of backup generation service with Madison Gas & Electric Company, including the installation of a standby generator, on Madison Water Utility facility sites

WHEREAS, Madison Gas & Electric Company (MGE) and Madison Water Utility (MWU) have entered into electric service agreements that provide MGE-owned standby electric generators at various MWU facilities, a program which is subject to Wisconsin Public Service Commission (PSC) oversight through MGE’s Backup Generation Service (BGS) tariff; AND,
WHEREAS, MGE has another standby generator available to MWU for backup power and additional reliability, and future generators may also be offered by MGE under the BGS tariff for similar purposes; AND,
WHEREAS, standby generators at MWU facilities offer improved system reliability; AND,
WHEREAS, these electric service agreements result in reduced costs for MWU compared to the costs that MWU would otherwise need to account for to outright own, operate, and maintain their own generator at any given facility.
NOW, THEREFORE BE IT RESOLVED, that the Madison Water Utility (MWU) General Manager is authorized to enter into electric service agreements for the purchase of backup generation service with MGE, including the installation of standby generators, at MWU facilities, in a format as required by the PSC and as approved by the City Attorney.
BE IT FURTHER RESOLVED, that the facility sites subject to these agreements will be determined by MWU staff and presented to the Common Council as part of the site layout approval process for the facility sites.
BE IT FINALLY RESOLVED, that the Common Council authorizes the Madison Water Utility General Manager to amend or execute any other agreements that are deemed necessary to accomplish the goals of this Resolution, in a format approved by the City Attorney.
