Fiscal Note
This resolution authorizes the Planning Division to begin updating the Comprehensive Plan; this process is done every 10 years. The Adopted 2016 Capital Budget includes $250,000 in reauthorized funding for this project. The project will be funded by a direct appropriation to capital. The Adopted 2016 Capital Improvement Plan includes an additional $250,000 in 2017 to complete the plan update. Funds are available in MUNIS project 10780.

Authorizing the Planning Division to lead the process to update Madison’s Comprehensive Plan and designating the Plan Commission as the lead policy body throughout the update process.
Body
WHEREAS, Wisconsin Statutes 66.1001 require that communities engaged in activities regulating land use, including rezoning, land divisions, official mapping and shoreland zoning have a Comprehensive Plan that was developed and adopted pursuant to the Statutes, and that such actions be consistent with the Comprehensive Plan; and
WHEREAS, the Comprehensive Plan is required to include nine (9) elements including Issues and Opportunities; Housing; Transportation; Utilities and Community Facilities; Agricultural, Natural, and Cultural Resources; Economic Development; Intergovernmental Cooperation; Land Use; and Implementation; and
WHEREAS, in 2006 the City of Madison adopted its Comprehensive Plan developed pursuant to Wisconsin Statutes 66.1001, and which now provides the foundation for various City plans, policies and programs, land use and budget decisions, and is used by boards, commissions, and the Common Council; and
WHEREAS, in 2012 the City of Madison adopted minor amendments to the Comprehensive Plan’s future land use recommendations; and
WHEREAS, the Statutes require that municipalities update their comprehensive plans no less than once every ten years; and
WHEREAS, the City’s adopted Capital Budget includes funding in 2016 and 2017 to update Madison’s Comprehensive Plan.
