Authorizing the Madison Department of Public Health to accept $29,400 from the Division of Public Health of the Wisconsin Department of Health and Family Services       (WDHFS) to conduct investigations of City licensed tobacco vendors' compliance with restrictions on the sale of cigarettes and tobacco products to minors.
Body
WHEREAS, there is substantial evidence that more than half of adults who smoke started smoking before the age of 18 and that an active tobacco vendor compliance program helps reduce young persons smoking and subsequent addiction; and
 
WHEREAS, from 1995 to 2004, Madison Department of Public Health's (MDPH) Tobacco Vendor Compliance Program was successful in improving tobacco vendor compliance from 35% in 1995 to 94% in 2004; and
 
WHEREAS, the State of Wisconsin, represented by the Division of Public Health of the Department of Health and Family Services, has offered $29,400 to the Tobacco Prevention and Control Contract Agreement concerning Wisconsin Wins investigations and enforcement for the period of January 1, 2005 through December 31, 2005,
 
NOW THEREFORE BE IT RESOLVED that MDPH is authorized to accept $29,400 and act as an agent for the State within the City to conduct investigations and enforcement of licensed tobacco vendors' compliance with state law and local ordinance restricting the sale of cigarettes and tobacco products to minors.
