The proposed resolution authorizes a sole source service contract with Nurse-Family Partnership for services to implement the Public Health Madison and Dane County (PHMDC) Nurse Family Partnership Program. The cost of the services will include an annual fee and any additional education fees as needed, estimated to be up to $35,000 per year. The contract term is May 1, 2024, through April 30, 2029. Funding for 2024 is included in the PHMDC 2024 operating budget. No appropriation is required.

WHEREAS, Public Health Madison and Dane County has been implementing the Nurse Family Partnership Program since 2012, with support from the Nurse-Family Partnership (NFP), a Colorado nonprofit corporation; and

WHEREAS, the Nurse-Family Partnership Program is an evidence-based program developed on the basis of randomized controlled trial research to yield certain benefits for low-income, first-time mothers and their children; and

WHEREAS, program implementation must be based on key parameters identified through research and only provided by NFP; and

WHEREAS, PHMDC will contract with NFP and pay fees for education and implementation support services for program supervisors and nurses, based on the number of employees implementing the program. Topics for the initial NFP education include the program model and benefits, data collection and entry, and implementation tools and materials, among others. The education and support services are needed to ensure fidelity to this evidence-based program; and

WHEREAS, the cost of the services will include an annual fee, plus any additional education fees as needed, estimated to be up to $35,000 per year, for a term of May 1, 2024 through April 30, 2029; and
