Authorizing the Expenditure of $7,200 to the U.W. Institute of Environmental Studies to conduct research on Starkweather Creek

Preamble
Professor Kenneth W. Potter, on behalf of the University of Wisconsin's Gaylord Nelson Institute for Environmental Studies has proposed to study the following aspects of Starkweather Creek as a student practicum. Potential fields of study include:
(1) Compilation of Existing Watershed Data;
(2) Evaluation of opportunities to enhance the base flow of the creek;
(3) Wetland enhancement;
(4) Channel and riparian Enhancement; and,
(5) Development of a watershed education
The Institute for Environmental Studies has graduate students and professors capable of performing research needed to design wetland improvements and preparation a final report in the fall of 2005.
The Friends of Starkweather, and the Town of Blooming Grove have each agreed to contribute $1,000 for the study and the Town of Burke has been requested to contribute the same amount.
The work proposed by the Institute would assist the Engineering Division in the preparation of a plan and investment schedule for the Starkweather Creek.
NOW, THEREFORE, BE IT RESOLVED that the City Engineer is hereby authorized to make an unrestricted gift of $7,200 to the University of Wisconsin Foundation to support the 2005 Water Resources Management Practicum on Starkweather Creek.
