Fiscal Note
This agreement would provide the transit system with an additional $696,843 in MA Waiver (CIP) funding to provide service for people with developmental disabilities in FY06. It will offset approximately 60% of the cost of extra eligible rides provided during the year. This revenue represents a shortfall of an estimated $100,000 in Metro Transit's 2006 operating budget revenues associated with this service. The revenue shortfall may possibly be mitigated by increases in other Metro Transit revenues or reduced contract expenses, but these figures will not be finalized until year-end.

Authorizing the Mayor and City Clerk to enter into an agreement with Dane County to amend the 2006 contract for the purpose of providing the City with MA Waiver Community Integration Program (CIP), to offset approximately 60% of the cost of eligible paratransit trips provided by Metro Transit in calendar year 2006.
Body
WHEREAS, the Wisconsin Department of Transportation provides Wis. Stats. § 85.21 funding to Dane County for the operation of transit services for persons who are elderly and/or persons with disabilities; and
WHEREAS, each year, Dane County provides the City with a portion of its Wis. Stats. §85.21 allocations to assist the City in the operation of its ADA paratransit services; and
WHEREAS, the State Department of Health and Family Services (DHFS) operates the Community Integration Program 1 (CIP 1) and other Medical Assistance (MA) home and community-based waiver programs for people with developmental disabilities; and
WHEREAS, these programs provide coverage for the cost of specialized, accessible transportation services delivered by qualified providers for people enrolled in these programs; and
WHEREAS, DHFS contracts with Dane County to operate the CIP 1 and other MA waivers for residents of Dane County and receives reimbursement from the DHFS for the federal share (approximately 60%) of costs of accessible transportation se...
