At the current time, this resolution would apply only to the Cherokee Condominium complex on the north side. Approximately 725 units currently exist in the Cherokee condominiums, a total which may eventually reach 750 to 780. The cost of providing biweekly recycling service for Cherokee using lugger bins is estimated at $6,320 annually. The cost of biweekly cart service, which is to begin on September 12, 2005, is estimated at $7,445 per year. Automated collection of refuse is to begin in the later part of 2007. The cost to provide weekly refuse service to Cherokee using lugger bins is estimated at $19,700 annually. The cost to provide weekly refuse collection using carts is estimated at $12,715 per year. The combined cost using lugger bins is therefore estimated at $26,020, and the combined cost using carts is projected at $20,160. As amended, this resolution authorizes the provision of lugger bin services at full cost to the condominium, minus disposal (landfill) costs, with the exact fee to be set by the Streets Superintendent. Depending upon the exact fee set, the fee requirement can be expected to result in the recovery of approximately 61% - 63% of the costs associated with the refuse component of the lugger bin service.

WHEREAS; Pursuant to a resolution adopted by the Madison Common Council August 14, 1973, the Streets Division does not provide collection service to properties located on private streets and alleyways, and

WHEREAS; This policy was put in place because private streets and alleyways are not built up to City standards for materials and access and that these conditions still exist, and
