Fiscal Note
The proposed resolution amends the 2020 Adopted Operating Budget to appropriate $433,215 from the CARES Act to CDA Housing Operations. These funds were awarded as a supplemental appropriations from the Housing Choice Voucher Administration and Public Housing Operating programs. CDA plans to utilize this funding to maintain social distancing at CDA properties, security costs, internet connection, and printing/postage costs for families participating in the Owner Incentive Relocation program.
No additional City appropriation is required to utilize these funds. All funding through these programs must be used by December 31, 2020.

WHEREAS, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) (Public Law 116-94) was enacted by the United States Congress on March 27, 2020 and appropriated supplemental Housing Choice Voucher Administrative Fees to Public Housing Authorities (PHAs); and
WHEREAS, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) (Public Law 116-136) was enacted by the United States Congress on March 27, 2020 and appropriated supplemental Public Housing Operating funding to Public Housing Authorities (PHAs); and
WHEREAS, the Community Development Authority (CDA) of the City of Madison was allocated $237,862 for Housing Choice Voucher Administrative Fee and $195,353 of Public Housing Operating funds for activities to prevent, prepare for, and respond to coronavirus during the period beginning March 27, 2020 through December 31, 2020; and for a total of $433,215 for eligible activities to prevent, prepare for, and respond to coronavirus during the period beginning March 27, 2020 through December 31, 2020; and
