Fiscal Note
The proposed resolution amends the Stormwater Utility’s 2025 Adopted Operating Budget by adding a 1.0 FTE position under the classification of Engineer 2 (CG18-RG08). The estimated annual compensation for the new position, including salary and fringe benefits, is $105,500. The agency anticipates filling the position in June, for an estimated 2025 cost of $58,370. The 2025 budget would be amended to increase personnel expenses to fund the position and reduce the amount of reserves generated. In 2026 and future years, the cost of the position would be paid through customer rates.

Preamble:

As the Stormwater Utility moves forward with implementation of many of the projects associated with Flood Mitigation, Water Quality, and Distributed Green Infrastructure, the need for staff to manage and be responsible for the implementation of much of the green improvements has become clear.

The Engineering Division has multiple ongoing and planned Capital improvement projects that require dedicated staff to ensure correct implementation of the design, which will help guarantee the success of the improvement. Specifically, the restoration portion of those projects is crucial and require more attention and technical expertise than existing staff can provide. Examples of projects requiring this type of work include the Pheasant Branch Greenway Enhancement, West Towne Pond retrofit, Sauk Creek Greenway Restoration, Capital City Trail Storm Sewer Replacement, additionally all distributed green infrastructure constructed with street projects and new development.

The Stormwater Utility is requesting the additional position to provide services associated with the Construction, Inspection and Acceptance of Capital projects associated with Greenways, Ponds, and Distributed Green Infrastructure.
