The proposed resolution creates a Deputy Director position in Public Health Madison-Dane County. The Intergovernmental Agreement creating the joint City-County health department requires approval of both the Dane County Board and the City Council for the creation of any new positions. The 2020 estimated cost of the Deputy position assuming a start date in mid-October is $29,000, including benefits and will be funded entirely by COVID relief funds received by Dane County. The annual cost of the position is $138,000, including benefits. In 2021 and future years the position will be funded jointly by the City of Madison and Dane County based on equalized value per the Intergovernmental Agreement. In 2021, the City’s ongoing share for the position is $62,300.

WHEREAS, in the fight against the COVID-19 pandemic, Public Health-Madison and Dane County (PHMDC) is on the front lines. In addition to the increased staffing levels identified by the department for contact tracing, testing, and other components of the response, this effort also requires additional leadership capacity to shape the strategy of the response over the short-, medium-, and long-term, including the recovery; and,
WHEREAS, to address this staffing gap, PHMDC has identified the need for a 1.0 FTE Deputy Director. Under general supervision of the Health Officer/Director of Public Health, this position will work as part of the Public Health Madison & Dane County leadership team and will play a key role in supporting and leading agency operations: planning, implementing and coordinating programs, procedures and policies across the department.
