Fiscal Note
The proposed resolution makes two recommendations to the Common Council. The implementation of these recommendations is not expected to have an immediate fiscal impact but may result in the need for funding in the 2020 budget.
Title
Accepting two recommendations from the Madison Police Department Policy and Procedure Review Ad Hoc Committee; 1. Civilian Oversight/Independent Monitor’s Office and 2. Comprehensive Internal Review and Root-Cause Analysis of Critical Incidents.
Body
WHEREAS, the City of Madison created the City of Madison Police Department Policy & Procedure Review Committee (“Ad Hoc Committee”) (Resolution File #37863) to declare the City’s intention to review the Madison Police Department's policies, procedures, culture and training using the report, other resources and testimony; and,
WHEREAS, in October 2016 the Madison Police Department (MPD) Policy and Procedure Review Ad Hoc Committee selected Michael J. Gennaco d/b/a OIR Group as the expert consultant to conduct a review of the Madison Police Department; and,
WHEREAS, the MPD Policy and Procedure Review Ad Hoc Committee received the OIR Group Report on December 14, 2017 and is committed to reviewing the report and recommendations to ensure transparency and community participation throughout the process; and,
WHEREAS, the MPD Policy and Procedure Review Ad Hoc Committee is in the process of conducting a review of the reports 146 recommendations; and,
WHEREAS, the ad hoc committee met on July 15, 2019 and forwarded two (2) recommendations to the Common Council:
1. Recommendation 1: Civilian Oversight and Independent Monitor’s Office
