Fiscal Note
The proposed resolution requests exemption from the Dane County Library tax levied under Section 43.57(3) and 43.64(2) Wisconsin Statutes. All libraries within Dane County have collectively adopted service standards to ensure access to library services across Dane County municipalities. Adhering to these standards allows localities to submit a request for exemption from the Dane County Library Tax levied by the Dane County Board. The value of this exemption in 2020 is approximately $12,000,000.

Body
WHEREAS the Dane County Board has established a county library and levies a county library tax as authorized under Section 43.57 (3) of the Wisconsin Statutes, and
WHEREAS the Dane County Library Board has determined that the library serving the city/village of Madison meets the minimum standards of operation established by the County Board (RES 185, 2011-2012; RES 98, 2013-2014; RES 233, 2016-2017) in compliance with Section 43.11 (3) (d) of the Wisconsin Statutes, and
WHEREAS Section 43.64 (2) (b) of the Wisconsin Statutes provides that a village or city which levies a tax for public library service and appropriates and expends for a library fund as defined by s.43.52 (1) during the year for which the county tax levy is made a sum at least equal to the county tax rate in the prior year multiplied by the equalized valuation of property in the city or village for the current year, and
WHEREAS the city/village of Madison will appropriate in 2020 and expend in 2021 an amount in excess of that calculated above in support of its library,
NOW THEREFORE BE IT RESOLVED that the city/village of Madison hereby requests of the Dane County Board of Supervisors that the city/village of Madison be exempted from the payment of any tax for the support of the County Library Service as provided in Section 43.64 (2)....
