The proposed resolution authorizes a project plan amendment to TID 44 - Royster Clark. The plan amendment includes an additional $6.0 million in TIF support for two additional projects: land acquisition at the Royster Corners site and Cottage Grove Rd stormwater pond improvements. The plan amendment also includes an additional $500,000 for small business assistance within TID 44 and within 1/2 mile of TID 44.
RES-26-00146 (Leg file 92015) authorized an amendment to the Economic Development Division's (EDD) 2026 Capital Budget to add $4.0 million in TID-supported GO Borrowing for the the Royster Corners acquisitions. The 2027 Capital Budget Capital Improvement Program (CIP) requests include TID support for some of these projects. EDD's 2027 request includes $500,000 in 2027 for small business support (program #99007) and the Stormwater Utility's 2027 request included $2.0 million in 2029 for dredging of the Cottage Grove Rd retention pond within the CItywide Flood Mitigation program (program #11513). No additional City appropriation is required with adoption of this project plan amendment.

WHEREAS Chapter 105 of the Laws of 1975 of the State of Wisconsin created the Tax Increment Law (the “TIF Law”), Section 66.1105, Wisconsin Statutes; and
WHEREAS TIF Law sets forth certain steps which must be followed to amend a Tax Incremental Project Plan; and
WHEREAS a Notice of Public Hearing by the Plan Commission to afford interested parties an opportunity to express their views on the amendment to the TID Project Plan for TID 44 was published in the Wisconsin State Journal on May 29 and June 5, 2026 as required by TIF Law; and
