Fiscal Note
The City currently has a franchise agreement with CenturyLink that provides fiber optic connections directly or indirectly to about a dozen City-owned facilities. This franchise agreement expires at the end of September 2011 and CenturyLink has quoted an annual rate of $60,000 to continue these connections. MUFN fiber will be used to replace all of these connections at no cost to the City, resulting in an annual savings of $60,000 beginning in 2012. Additionally, the City will use other MUFN-based fiber-optic connections, to replace all but four of the AT&T leased circuits, which will reduce annual operating costs by approximately $60,000 beginning in 2013. In the future, the City will be able to use MUFN-based fiber-optic cable to connect new City-owned facilities or electronics (such as surveillance cameras, traffic signals and public safety radio systems) with a small capital expenditure and no additional operating costs.

Traffic Engineering will realize approximately $50,000 additional annual revenue from outside parties for maintenance of the fiber and conduit.

WHEREAS, UW has been awarded Grant No. NT10BIX5570045 ("Grant") by the National Telecommunications and Information Administration of the United States Department of Commerce ("DOC") to create the Metropolitan Unified Fiber Network ("MUFN"), which will improve broadband access for anchor institutions, community and public safety facilities and commercial entities; and

WHEREAS, UW and the CITY desire that, pursuant to this Agreement, the City be a Sub-Recipient under the Grant; and
