The proposed resolution authorizes the City Clerk's Office to apply for and accept two subgrants from the Wisconsin Elections Commission. Under the proposed subgrants, the City of Madison is eligible to receive $750 towards the purchase of an ExpressVote accessible voting device and $29,373.88 toward printing redesigned absentee ballot envelopes in 2023. If the grants are awarded, the Clerk's 2023 Adopted Operating Budget will increase by $30,123.88 to accept grant funds for the voting device and absentee ballot envelopes. No additional appropriation is required.

WHEREAS, the City of Madison has a proud history of fair and transparent elections; and
WHEREAS, the Madison City Clerk's Office is committed to the never-ending goal that each eligible voter will be able to cast a ballot, and have that ballot counted; and
WHEREAS, the City Clerk's Office has identified a need for additional ExpressVote accessible voting devices at the polls; and
WHEREAS, all Wisconsin municipalities will be required to print newly redesigned absentee ballot certificate envelopes and absentee ballot mailing envelopes for the 2024 elections; and
WHEREAS, the Wisconsin Elections Commission has approved the allocation of funds for subgrant programs to offset municipal costs for purchasing accessible election equipment and new absentee envelopes;
NOW, THEREFORE, BE IT RESOLVED, that the City of Madison authorizes the City Clerk's Office to apply for and accept a 2023 Accessible Voting Equipment subgrant from the Wisconsin Elections Commission for the purpose of purchasing an ExpressVote...
