Fiscal Note
The proposed ordinance amends Section 33.01(12) of the Madison General Ordinances to exempt certain City boards, commissions and committees from recording requirements. Fiscal impacts, if any, are anticipated to be minimal. No appropriation is required.

SUBSTITUTE: Amending Section 33.01(12) of the Madison General Ordinances to exempt certain City boards, commissions and committees from recording requirements.

DRAFTER’S ANALYSIS: This ordinance exempts several City boards, commissions and committees from the requirement to make and retain an audio or video recording of the open session portion of their meetings. The excluded Sub-units include the Street Use Staff Commission, Board of Assessors, Olin Terrace Use Commission, Multicultural Affairs Committee, Women’s Initiatives Committee, Deferred Compensation Committee, any Sub-unit which is not staffed by City employees, any subcommittee of a board, commission or committee, and any Committee charged with determining a City award.
The Substitute clarifies that the recording requirement does not apply to Sub-units that are not regularly staffed by City employees. This exception does not apply to meetings at which assigned City staff are simply absent but to Sub-units for which City employees are not assigned to host the meetings, such as joint committees hosted by staff of Dane County, UW-Madison, or other organizations.

The Common Council of the City of Madison do hereby ordain as follows:
1. Subsection (12) entitled “Recording of Meetings” of Section 33.01 entitled “Boards, Commissions, and Committee Procedures” of the Madison General Ordinances is amended as follows:
