Public Health Madison and Dane County (PHMDC) receives the Preventive Health and Health Services Block Grant (PHHS) annually from the WI Department of Health Services (DHS) originating from the Centers for Disease Control and Prevention (CDC). The PHHS Block Grant supports capacity building and core service development in various areas. Prevention funds can augment limited categorical program funds at the state or local level.
To support effective and efficient operation of the public health system in Wisconsin, PHHS Block Grant funds should be used to support Community Health Assessment (CHA), Community Health Improvement Planning (CHIP) processes and other activities toward attaining national public health standards. In February of 2018, PHMDC launched its Community Health Assessment process. We have entered into a contract with Annette Miller to facilitate the CHA/CHIP Steering Committee and to help structure the community engagement process for the CHA.
The budget submitted for the PHHS Block Grant included $12,500 in the Personnel line item with the intent of funding an LTE to support CHA/CHIP work. As planning work evolved, it became clear that a consultant would be a better fit for the work and time period specified. PHMDC is requesting to transfer funds in the PHHS budget from Personnel/Salaries, Office Supplies, Conferences and Training, and Other Expenses to Purchased Services.
NOW THEREFORE BE IT RESOLVED that the Board of Health for Madison and Dane County, on behalf of Public Health Madison and Dane County, authorizes the transfer of the amounts of the Preventive Health and Health Services (PHHS) Block Grant as outlined, and authorized below, for the purpose of providing consulting services and facilitation of the CHA/CHIP Ste...
