Fiscal Note
The proposed resolution approves plan documents for the Blackhawk Avenue, Bruce Court, and Heather Crest pavement resurfacing project. In the adopted 2018 capital budget, Engineering Major Streets has budgeted $15.5 million within the Pavement Management capital program for the resurfacing of streets throughout the City. The cost of the proposed project for the Blackhawk Avenue, Bruce Court, and Heather Crest resurfacing is estimated at $3.485 million. A portion of the project cost in the proposed plans includes $400,000 of Stormwater GO Borrowing from the Stormwater Utilities Flood Mitigation Program to improve drainage issues in the area. Project funding is provided by GO Borrowing, Special Assessments, and associated utility funding broken out as follows:
Major Streets - $1,350,000
Stormwater Utility - $575,000
Sewer Utility - $1,330,000
Water Utility - $230,000

The Board of Public Works and the City Engineer having made reports of all proceedings in relation to the improvement of N. Blackhawk Avenue, Bruce Court and Heather Crest Resurfacing with Utilities pursuant to a resolution of the Common Council, RES-17-00899, ID No. 49343, adopted 11/21/2017, which resolution was adopted thereto, and the provisions of the Madison General Ordinances and the Wisconsin Statutes in such case made and provided, and the Common Council being fully advised.
BE IT RESOLVED:
1. That the City at large is justly chargeable with and shall pay the sum of $3,044,932 of the entire cost of said improvement.
2. That for those eligible property owners requesting construction of a rain garden in the public right-of-way adjacent to their property shall execute the necessary waiver of special assessments on forms provided by the City Engineer;
