The proposed resolution authorizes an agreement with the State of Wisconsin Department of Transportation for the construction of a multi-use path on Plaza Drive and Watts Road. The 2021 Adopted Capital Improvement Plan (CIP) for West Towne Path - Phase 3 (13014) in Engineering - Bicycle & Pedestrian includes $218,000 in GF GO Borrowing and $352,000 in federal sources for construction in 2023. This agreement authorizes a federal/state share of $407,366 and the City of Madison share of $163,114. Future capital budget and CIP schedules will reflect the updated amounts per this proposed agreement.

PREAMBLE
The City of Madison Engineering Division is proposing improvements to Plaza Drive and Watts Road between Ice Age Junction Path (at Junction Road) and Commerce Drive. The improvements will include construction of an asphalt paved 10-foot wide shared-use path. Currently a segment of the path is built from S High Point Road to Commerce Drive and this proposed segment closes the gap to the Ice Age Junction Path.
The project was awarded a federal grant under the Transportation Alternatives Program (TAP) that will reimburse 80% of participating construction costs to a maximum of $407,366. The proposed project is planned for construction in 2023. The City is responsible for 100% of the design and design review costs.
The agreement requires that the City indemnify the State of Wisconsin Department of Transportation. City APM 1-1 requires Common Council Approval whenever the City indemnifies another party.
