Fiscal Note
The 2006 Streets Division Operating Budget contains projected revenues of $100,000 associated with an expanded large item fee program. The Recycling Coordinator estimates that first year administrative expenses will include $37,950 for a public education program, $15,675 of staff time allocation, and $1,250 for fee sticker printing, for total start up costs of $54,875. Of this amount, funding is available in the Streets Division 2006 Operating Budget for all items excepting the $1,250 for fee sticker printing. Ongoing costs of an estimated $24,875 annually are anticipated, and will be included in future year operating budgets. No supplemental appropriation is required in 2006. There is no anticipated impact upon cost controls or the tax levy.

Creating Section 10.18(7)(a)8. to establish a definition for "large items" relating to refuse and recycling collection, and amending Section 10.18(12) to change the regulations for tire fees to include other large items as defined.

DRAFTER'S ANALYSIS: The adopted 2006 operating budget requires the Streets Division to raise additional funds from our current appliance and tire fee program by expanding it to cover certain large items. This ordinance authorizes the necessary fees through large item stickers and fee collection.

The Common Council of the City of Madison do hereby ordain as follows:
1. Paragraph 8 of Subdivision (a) entitled "Definitions" of Subsection (7) entitled "Separation of Solid Waste Required " of Section 10.18 entitled "Collection Of Refuse and Recycling of Waste" is created to read as follows:
"8. Large Items shall mean computer central processing units (cpu), computer monitors, televisions, lawn mowers, snow throwers, garden tillers, gas grills, and automobile or other large tires."
