Petition for stop signs at MacArthur and Sycamore  (Kempfer, et al)

The MacArthur Road and Sycamore Avenue are unimproved (no curb and gutter) streets serving the Mayfair Park Neighborhood and access to East Washington Avenue as well as Mendota Street.  The intersection of MacArthur and Sycamore forms a T-intersection in close proximity to the T-intersection of Larson Court and MacArthur (see attached maps).  These intersection areas have been studied in the past for traffic control and parking needs. Numerous parking restrictions have been installed in recent years on MacArthur, Sycamore and Larson Court. 

 

Previous studies have been updated in response to the petition from the Mayfair Park Neighborhood Association for the installation of stop signs at the MacArthur and Sycamore Avenue intersection.  This T-intersection functions primarily as a neighborhood collector of traffic.  Recent traffic counts on these streets indicate approximately 1,140 vehicles per day on Sycamore and 830 on MacArthur.  The average speeds were recorded at 27 and 26 mph, respectively on these streets, with speed limits posted at 25 mph. 

 

The safety record for the intersection of Larson Court/MacArthur Road and Sycamore Avenue is considered excellent with only one reported crash in the past 20 years, with it occurring in July 1991.

 

A review of the traffic and roadway conditions of the Larson/MacArthur/Sycamore intersection has been completed.  Stop signs are not warranted, justified or advisable at the intersection of MacArthur and Sycamore.  A measurable improvement in the traffic speeds, volume or safety record is not likely achievable with stop signs or other traffic control devices at this time.

Staff recommends acceptance of the petition and move to place it on file for continued monitoring and future studies.
