Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on USH 51(Stoughton Road).

PREAMBLE
The Wisconsin Department of Transportation (WisDOT) has a project to replace the concrete pavement and curb and gutter for the southbound lanes of USH 51(Stoughton Road) from 300 feet north of East Washington Avenue to Pierstorff Street. The Project is planned to take place during the summer of 2010
The work of this project cannot be constructed between the hours of 7:00 AM and 7:00 PM because:
1. Sawcutting of concrete pavements after the pouring of the pavement must be done about 12 hours after the installation. The concrete must be hard enough to hold the machinery. The sawcutting must be done soon enough so that the sawcutting occurs before the pavement cracks.
2. Completing the work at night allows for the least amount of disruption to normal daily traffic.
The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:
1. The Sawing of Concrete Pavement. The timing of this activity is dependent on the rate at which the concrete cures.
2. General Construction activities at the intersections from July 9-18, to minimize the impact on traffic, between the hours of 7:00 PM and 7:00 AM. Works includes concrete pavement removal, curb and gutter replacement, portable generators for lighting, base course work, compaction, concrete placement and finishing and trucking to haul materials and spoils.
3. The remainder of the work outside the hours will be limited to 7 AM to 10 PM, with the exception of concrete paving which could start no earlier than 6 AM.
