Fiscal Note
The proposed resolution approves plan documents for the N. Blackhawk Avenue and University Avenue intersection. Funding is authorized within the Bruce Court, and Heather Crest pavement resurfacing project. In the adopted 2019 capital budget, Engineering Major Streets has carryforward budget appropriation in the Pavement Management capital program for the intersection component of the project for the Blackhawk Avenue, Bruce Court, and Heather Crest resurfacing, authorized in Legistar file 50309.

PREAMBLE
The intersection of North Blackhawk Avenue and University Avenue can become congested for northbound vehicles. Vehicles attempting to continue straight or turn left onto University Avenue must cross multiple lanes of travel and waiting to make such a maneuver can require a considerable amount of time. Vehicles attempting to turn right onto University Avenue must wait behind these vehicles, causing significant delays to travel. In order to alleviate this congestion, City Engineering and Traffic Engineering are proposing a geometric change to the intersection that will widen the roadway on N. Blackhawk Avenue in order to add a right turn lane (see attached diagram).
Construction and funding are included with project 11743, N. Blackhawk Avenue, Bruce Court and Heather Crest Resurfacing with Utilities, approved by the Common Council on February 27, 2018 under RES-18-00159, File ID 50309.
NOW THEREFORE BE IT RESOLVED that the plans and specifications for the intersection of N. Blackhawk Avenue and University Avenue, is hereby approved.
