Up to 80% of the total project cost is funded by USDOT/FTA. Funding is included in the Transit Utility 2006 Capital Budget . Total cost of the project not to exceed $50,300.

PREAMBLE

In response to on-board incidents, and customer and bus operator requests, Metro has developed a Security Plan for maintaining a secure environment on the bus. The plan addresses staff responsibilities, bus operator and supervisory training, coordination with local governments/agencies, adoption of a formal policy on inappropriate behavior and transit exclusion, and communication with customers. Camera surveillance is one element of the plan. The City's 2006 capital budget includes Security Cameras for fifteen (15) transit buses.

The primary objective of having video surveillance is to document what transpires when events occur that threaten the safety of riders and/or drivers. It is also expected that the installation of cameras, with signage alerting customers, will be a deterrent to disruptive behavior and provide a sense of security to persons waiting at the Transfer Point. And finally, in case of personal injury accidents, a video record validates the facts. Cameras are installed on a limited number of buses (fifteen), which will be assigned to routes based on feedback from driver and customers. For information on how camera surveillance fits into the overall security program, a copy of Metro's Plan for Maintaining a Secure Environment on the Bus is attached.

WHEREAS, the transit utility has sought Requests for Proposals for a mobile security camera system for installation on buses and obtained eight proposals for same; and

WHEREAS, an evaluation of the proposals on a formal point basis found Radio Engineering Industries, Inc. proposal to be the best submittal;
