Title
Directing the Human Resources Director, with assistance from the City Clerk, Finance Director, Information Technology Director and other city staff who interact with administrative support functions, to analyze City agency administrative support needs and provide findings to the Mayor and Common Council by June 1, 2026, on administrative support issues and resource needs and allocations.

Body

WHEREAS, administrative support is an important function for the entire city and should be addressed in as uniform a manner as possible enterprise-wide; and,

WHEREAS, historically, the Administrative Support Team has fulfilled temporary administrative and front desk needs across the organization to ensure continuity of service for agency programs; and,

Whereas, administrative support responsibilities have changed over time, as City processes, workflows, and methods of engaging with the public have changed due to technology and hybrid work environments; and,

Whereas, longer term administrative support needs arise due to agency staffing patterns (e.g., time to hire, recruitment, retention) and budget management practices (e.g., meeting salary savings targets); and,

Whereas, agency support needs must be analyzed within the context of the larger customer service philosophy of the City and the need for accessible one-stop service, and may require a range of staffing, process, technology and other solutions; and,

Whereas, the Administrative Support Team over the past decade has also assisted the Clerk’s Office by providing important election official scheduling and payroll support; and,
