Fiscal Note

The proposed resolution amends the Stormwater Utility’s 2025 Adopted Operating Budget by recreating position #1073 from a 0.6 FTE to a 1.0 FTE. The position would maintain the existing job classification (Hydrogeologist 3, Compensation Group 18, Range 10).

The annualized cost increase for this change is estimated to be between $42,000 and $50,000, including salary and fringe benefits. The agency anticipates filling the position in June, for an estimated 2025 cost of $25,160. The 2025 budget would be amended to increase personnel expenses to fund the position and reduce the amount of reserves generated. In 2026 and future years, the cost of the position would be paid through customer rates.

Body

The current position is a 60% position, which may not lend itself to a successful recruitment for its Hydrogeologist 3 position.  Recreating this position as a 1.0 FTE will allow for all the duties of the current position to be completed and will also provide additional assistance and resources to complete enforcement actions associated with compliance of private stormwater management features, as required by the City’s WPDES permit. Funding for the remaining 40% will be from the Stormwater Utility.

 

NOW, THEREFORE, BE IT RESOLVED that the 2025 Adopted Operating Budget of the Stormwater Utility is hereby amended to appropriate $25,160 for the additional staff costs associated with increasing the position to 1.0 FTE, funded through a reduction in Reserves Generated in 2025 and Utility Revenues in future years; and

 

BE IT FURTHER RESOLVED that Position #1073 is hereby recreated as a 1.0 FTE position of Hydrogeologist 3.
