Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on University Avenue from North Segoe Road and Allen Boulevard. (11th & 19th ADs)

PREAMBLE
The City of Madison, Dane County, the City of Middleton and the Village of Shorewood Hills have proposed a joint project to reconstruct University Avenue from North Segoe Road to Allen Boulevard in 2012. The project will be let and managed by the Wisconsin Department of Transportation.
Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM. with the passage of a resolution and a hearing before the Board of Public Works.
The work required to complete the University Avenue reconstruction project cannot be accomplished fully between the hours of 7:00 AM and 7:00 PM because:
1) The amount of construction to be completed during the project exceeds standard production rates that a Contractor can reasonably be expected to achieve between the hours of 7 AM to 7 PM, even with extra crews.
2) Contract specifications will require certain construction activities that disrupt live traffic lanes to take place during night-time work hours in order to minimize the disruption and delay to the traveling public
The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:
1) General construction activities between the hours of 7:00 PM and 9:00 PM. This extends the work day to 7:00 AM to 9:00 PM. The intent is to provide the Contractor with the ability to work extended hours. The design team is very concerned about the ability of the Contractor to complete the work prior to the end of the construction season, which for asphalt pavement is on or about November 1.
