Board of Health Resolution #2020-09 Authorization to Accept Funds from the Wisconsin Department of Health Services to Strengthen Public Health Madison and Dane County's Efforts to Prevent Morbidity and Mortality Associated with Opioid Overdoses

Public Health Madison and Dane County (PHMDC) proposes accepting funding from the Wisconsin Department of Health Services through the Overdose Data to Action (OD2A) Community Prevention Grant. The grant extends from May 2020 through August 2022 with a total funding amount of $191,711. The goal of OD2A is to strengthen and enhance the capacity of communities to prevent morbidity and mortality associated with opioid overdoses. PHMDC proposes accepting $50,043 for fiscal year 2020 from the Wisconsin Department of Health Services to meet the following OD2A objectives:
• Build and implement a Dane County Overdose Spike Response Plan,
• Increase awareness of the Dane County Behavioral Health Resource Center,
• Increase law enforcement agency collaboration with the High Intensity Drug Trafficking Detection Mapping Application (ODMAP),
• Develop and distribute messaging for those who use illicit drugs about fentanyl in the drug supply, harm reduction strategies, and available treatment and recovery resources, and
• Create and support an Overdose Response Coalition to translate recommendations from the Overdose Fatality Review Team into action.
Under the terms of the merger agreement, the Board of Health for Madison and Dane County may authorize PHMDC to accept and spend grant funds (IGA, VII, F, 1-3).
NOW THEREFORE BE IT RESOLVED, that the Board of Health for Madison Dane County, on behalf of Public Health Madison and Dane County, authorizes the Director of Public Health to accept $50,043 to strengthen efforts to prevent morbidity and mortality associated with opioid overdoses.
