AMENDED - Report of the Mayor submitting citizen committee appointments (introduced 7-11-06; action 7-18-2006)

I hereby submit, for your consideration and approval, the following citizen appointments. "Statement of Interests" forms are on file in the City Clerk's Office for those citizens required to file.
AFFIRMATIVE ACTION COMMISSION
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.27(2) of the Madison General Ordinances, " … provisions of this section shall not necessarily apply with reference to membership on special study committees where in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of certain nonresident members who are particularly well qualified by reasons of education, background, and experience … ."
*HEIDI M. PASCUAL, 1509 Martin St. #5, 53713-1149, Town of Madison - appoint to the remainder of a two-year term to the position of Adult City Resident. Ms. Pascual is a journalist/publisher and editor for the Asian Wisconzine & The Capital City Hues. She succeeds Mary Lin who resigned.
TERM EXPIRES: 4-15-2008.
RATIONALE: The mayor has made it his personal commitment to attempt to diversify all city commissions to reflect the diverse makeup of the city.
The Affirmative Action Commission has several openings. The Mayor's Office and the Department of Civil Rights have made extensive efforts to gain the interest and commitment from members of Madison Asian Americans to serve on City committees and commissions. The greater Madison area has over 12,000 Asians Americans. Meetings with Asian American organizations, advertisements and personalized mailings have resulted in little interest from Asian Americans residing in the City to fill current vacancies.
