Preamble
The City Engineering 2007 Capital Budget provides for reconstruction of Winnebago Street from Sixth Street to Lafollette Avenue, the construction of Sixth Street from E. Washington Avenue to Winnebago Street, the construction of a new round-about at Winnebago Street and Sixth Street, and the reconstruction of Lafollette Avenue from Winnebago Street to Division Street. The project requires the construction of a modified railroad crossing at the Winnebago/Lafollette intersection, a new pedestrian (non-motorized) crossing of the railroad at Jackson Street and the removal of the existing roadway crossing of the railroad at Division Street. The improvements at these locations are in the interest of public safety and convenience.
State Statutes 195.28 and 195.29 pertaining to railroad / highway crossings and their protection require the City to petition the State of Wisconsin Office of Commissioner of Railroads to investigate, hold a public hearing and make a determination in these matters regarding public convenience and safety,
NOW, THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to petition the State of Wisconsin Commissioner of Railroads to make a determination to modify the existing roadway crossing of the rail corridor at the Winnebago/Lafollette intersection, remove the roadway crossing at Division Street and install a new pedestrian crossing at Jackson Street, and a determination of the crossing protection required;
