Board of Health for Madison and Dane County Resolution #2025-08 Authorization of Nomenclature Changes to License Types for Public Pools and Water Attractions, Recreational and Educational Camps, and Special Event Campgrounds within the Licensed Establishment Program

Public Health Madison & Dane County (Public Health) proposes altering the nomenclature of license types for City of Madison public pools and water attractions, recreational and educational camps, and special event campgrounds in the fee schedules and license applications which are available at the Clerk’s Office and posted on the Department’s website.
The State of Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) updated the licensing naming system for Chapter ATCP 76 Public Pools and Water Attractions and Chapter ATCP 78 Recreational and Educational Camps on September 24, 2023. The new naming system uses a modernized three-tiered complexity risk assessment which acknowledges the risks of the different pool operations and, if applicable, their associated pool features. The complexity assessment also acknowledges the different risks associated with recreational and educational camps along with whether they meet the definition of hospitality. This updated categorization system has six license types for public pools and water attractions and six license types for recreational and educational camps.
The new categories of license types for public pools are:
1. Simple Pool
2. Simple Pool with Features
3. Moderate Pool
4. Moderate with Features
5. Complex Pool
6. Complex with Features.
The new categories of license types for recreational and educational camps are:
1. Simple
2. Simple with Hospitality
3. Moderate
4. Moderate with Hospitality
5. Complex
6. Complex with Hospitality.
