Fiscal Note
The proposed resolution authorizes a contract between the City of Madison and Bayview Foundation, Inc. to convey to Bayview Foundation, Inc. up to $2 million of American Rescue Plan Act funds awarded through the State of Wisconsin. Funding will be used to support the Bayview Foundation’s Triangle redevelopment project. This grant was accepted in 2022 through RES-22-00355; however, the resolution failed to explicitly authorize a contract. This resolution provides the necessary authorization for the City to enter into an agreement with Bayview Foundation, Inc. for the purposes for which the grant was awarded. No additional appropriation is required.

Background
On May 10, 2022, the Common Council enacted Resolution No. RES-22-00355, Legislative File No. 70986, authorizing the acceptance of a $2 million grant from the Neighborhood Investment Fund ("NIF") Grant Program awarded to the City by the State of Wisconsin Department of Administration ("DOA") to support the Bayview Foundation's Triangle redevelopment project.
The DOA's NIF Grant Program was launched on August 24, 2021, by Governor Tony Evers, using federal American Rescue Plan Act State and Local Fiscal Recovery Funds ("ARPA-SLFRF") awarded to the State of Wisconsin from the US Department of Treasury pursuant to section 602 of the Social Security Act, as amended by section 9901 of the American Rescue Plan Act of 2021 ("ARPA") to be used for the purposes specified in the ARPA.
