The proposed resolution authorizes an agreement with the State of Wisconsin Department of Transportation for construction of the Capital City Path Extension from Vondron Rd to just east of I-39/90. The costs in the agreement are estimated at $3.8 million comprised of bike path construction ($2.6 million), sanitary sewer construction ($1.2 million), and State Review ($16,200). Bike path construction is 80% Federally funded up to $1.5 million with the remainder of funding coming from local sources. Funding for the agreement is available in the 2026 Adopted Capital Budgets for Engineering - Bicycle & Pedestrian (Munis #10138) and Sewer Utility (Munis #10267). No additional appropriation is required.

PREAMBLE

The City of Madison Engineering Division is to construct a path from Vondron Road to just east of Interstate-39/90, a critical segment for completing the extension from Madison to the Glacial Drumlin State Trail in Cottage Grove. This project includes a creek crossing and a path under the Interstate using the existing railroad bridge underpass.

The project was awarded a federal grant under the Transportation Alternatives Program (TAP) that will reimburse 80% of participating construction costs to a maximum of $1,511,200. The proposed project is planned for construction in 2027. The City is responsible for 100% of the design and design review costs.

Sanitary Sewer is proposed along the route and will be constructed with the project using 100% City funds.
