Title
Directing City of Madison staff to work with the Regional Transit Authority to create and conduct a train crossing simulation that, as closely as feasible, simulates the effect on automobile traffic created by the proposed community rail system and that this simulation shall take place before any referendum is conducted and before any final decision is made to implement a commuter rail system.
Body
WHEREAS, the Madison area has created a Regional Transit Authority, and;
WHEREAS, a commuter rail system is being considered as part of that RTA; and,
WHEREAS, any commuter rail will necessitate the stopping of automobile traffic to operate; and,
WHEREAS, the citizens of Madison and the surrounding area that use the road system should be informed as to the effect of a commuter rail system on that road system before the decision is made to implement said system,
THEREFORE BE IT RESOLVED, that the Madison Common Council directs City of Madison staff to work with the Regional Transit Authority to create and conduct a train crossing simulation that, as closely as feasible, simulates the effect on automobile traffic created by the proposed commuter rail system and,
BE IT FURTHER RESOLVED, that this simulation shall demonstrate the frequency and location of traffic stops during the morning and afternoon commute times and,
BE IT FINALLY RESOLVED, that this simulation shall take place before any referendum is conducted and before any final decision is made to implement a commuter rail system.
