The proposed resolution authorizes an agreement between the City of Madison and Tyler Technologies, Inc. to allow the City of Madison to participate in a Reference Program. As part of the program, the City would receive training and technical assistance at no cost, in exchange for acting as a reference for Tyler Technologies, Inc. for potential clients. There is no cost for the City’s participation in the program. No additional appropriation required.

Body
WHEREAS, the City has an existing sole source contract with Tyler Technologies, Inc., a public sector software provider, for the Enterprise Resource Planning (ERP) software system Munis; and,
WHEREAS, it is the goal of Tyler Technologies, Inc. to help their clients work toward their greatest potential; and,
WHEREAS, it is in the City’s best interest to utilize the resources of Tyler Technologies, Inc. to expand the scope of the City’s ERP system and what processes are being managed; and,
WHEREAS, Tyler Technologies, Inc. offers a “Reference Program” whereby clients will receive additional benefits on an annual basis in exchange for meeting with prospective clients to discuss the experience using Tyler Technologies, Inc. software; and,
WHEREAS, the City of Madison has been identified as a candidate for the Reference Program and would receive additional training and technical support at no cost in exchange for serving as a reference on behalf of Tyler Technologies, Inc.; and,
WHEREAS, the Reference Program could result in a potential profit to Tyler Technologies, Inc., and under City Ethics Code Madison General Ordinance 3.35(5)(b) using City resources for the profit of another is prohibited except where authorized by Common Council through this type of resolution; and
WHEREAS, the Reference Program begins in January and ends in December of each year, with the option for either party ...
