The proposed amendment eliminates the Langdon Street High Density Vending Area in the 700-800 blocks of Langdon Street. No street vending license has been issued for this area since 2016, resulting in no fiscal impact for the proposed amendment.

Amending Section 9.13(6)(a) and repealing Sections 9.13(7)(b)1. and (7)(e)2. of the Madison General Ordinances to clarify the State Street Mall/Capitol Concourse Vending Area boundaries and to eliminate the Langdon Street High Density Vending Area.

DRAFTER'S ANALYSIS: This ordinance removes references to the Langdon Street High Density Vending Area. Currently there is a specialized street vending area in the 700-800 blocks of Langdon Street, with a small number of vending sites available for assignment. This amendment eliminates the area and those sites will no longer be available. This amendment also clarifies that the boundary of the State Street Mall/Capitol Concourse Vending Area includes the blocks where the Langdon Street high density area was, and makes a number of housekeeping changes to the description of the Mall/Concourse, but no substantive changes. This will have the effect of continuing to prohibit street vending on those blocks, unless the VOC establishes new vending sites in those areas. A companion resolution to amend the Regulations Governing Street Vending in the High Density Vending Area will be introduced at a later date to update relevant regulations and vending maps.

The Common Council of the City of Madison do hereby ordain as follows:

Subdivision (a) entitled “Scope and Definition of Mall/Concourse” of Subsection (6) entitled “Regulations and Procedures for Vending on the State Street Mall/Capitol Concourse” of Section 9.13 entitled “License for Selling on Public Streets” of the Madison General Ordinances is amended to read as follows:
