Salary projections indicate that sufficient funds are available in permanent salaries for this $134,000 transfer to overtime pay. Funds are available in permanent salaries due to the decision to postpone the Station 11 recruit class from April until October. Later this year, the Fire Department anticipates requesting authorization to increase the size of the October recruit class to cover anticipated 2006 employee retirements. At that time, the Department will review expenditure and revenue levels to determine whether they will need to request an additional appropriation, depending on the financial status of the Department.

The Fire Department anticipates opening Station 11 in August 2005. Funding was provided for a class of 8 firefighters in Spring 2005. The Fire Chief did not hire these employees due to delays in the construction of Station 11.
We anticipate hiring these employees starting October 10, 2005. Later this year, the Department anticipates making a request to increase the class size by 10 to cover for anticipated employee retirements in 2006.
The Department needs to increase daily staffing to 68 to open and operate Station 11. Overtime salaries are needed to cover until the new recruit class completes training. $134,000 has been saved due to postponing the recruit class in Spring 2005. It is requested that these savings be transfered to overtime funds to staff Station 11.
NOW THEREFORE BE IT RESOLVED THAT $134,000 be transfered from the permanent salaries account (GN01-51100-722000) to overtime salaries (GN01-51300-722000) in the Madison Fire Department operating budget.
