Creating Section 28.084(4)(d) of the Madison General Ordinances to create an exception to the site standards rule in the TE District which prohibits parking between a building and the street for buildings that abut 3 or more streets.

DRAFTER'S ANALYSIS: Currently, the site standards in the TE District prohibit parking between the front façade of a building and the street. They also limit the allowable parking between the side of a building and the street. This rule poses unique challenges for lots that abut a street on 3 or more sides. This amendment creates an exception for buildings on such lots. It allows up to 12 parking spaces, but no more than 50% of the total surface parking, to be placed between the front façade and the street, so long as the stalls are designed to be used by customers and visitors. It is intended to accommodate a project proposed by the DOA on Thornton Avenue.

The Common Council of the City of Madison do hereby ordain as follows:
Subdivision (d) of Subsection (4) entitled "Site Standards" of Section 28.084 entitled "Traditional Employment District" of the Madison General Ordinances is created to read as follows:
"(d) Notwithstanding (a), for lots abutting a street on three (3) or more sides, a maximum of twelve (12) parking stalls but no more than fifty percent (50%) of the total surface parking spaces may be located between the front facade and the street. These spaces shall be oriented to customers and visitors."
