The proposed resolution authorizes the City to enter into a cost sharing agreement with Wisconsin & Southern Railroad, LLC for the Troy Drive Railroad Bridge Reconstruction Project. The estimated total cost of the project is $7.5 million, including a $1.5 million City local share. Funding for the City's share of costs is available in the 2026 Adopted Engineering - Bicycle and Pedestrian Capital Budget (Munis #11868). No additional appropriation is required.

Engineering Division submitted an application for State funds under the State of Wisconsin Department of Transportation (WisDOT) Freight Railroad Preservation Program (FRPP).
The project is to replace a railroad bridge over Troy Drive (State Railroad Structure # 259), and reconstruct Troy Drive to include street, curb & gutter, terrace and sidewalk on both sides. The project was awarded a state grant that will reimburse 80% of participating design & construction costs. Design and construction is scheduled for 2026-2027. Wisconsin & Southern Railroad, LLC will lead the project and invoice the City for the 20% share.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to execute an Agreement with Wisconsin & Southern Railroad, LLC for cost sharing for the Troy Drive Railroad Bridge Reconstruction Project.
