Fiscal Note
The 2009 Operating Budget includes a total of $80,000 in Miscellaneous Appropriations for Transit for Jobs programs. A modest inflationary increase for the existing program leaves $39,040 for an expansion of Transit for Jobs related services. No additional appropriation is required.

Authorizing the Mayor and City Clerk to enter into a purchase of service agreement with Porchlight, Inc., to manage a Transit For Economic Self-Sufficiency program utilizing City of Madison miscellaneous funds as identified in the 2009 adopted operating budget.
Body
WHEREAS, the 2009 adopted operating budget provides $39,040 in Miscellaneous Appropriations for the expansion of transit services; and
WHEREAS, the 2009 budget these funds will be allocated to the same or another program to be determined by the Community Services Commission; and
WHEREAS, a Request For Proposals from not-for-profit agencies was developed and released to seek a provider to manage a community-based "Transit for Economic Self Sufficiency" program; and
WHEREAS, on June 8, 2009 three proposals were received in response to RFP No. 8024-0-2009/LN; and
WHEREAS, on June 10, 2009 the Community Services Commission recommended the purchase of service contract be awarded to Porchlight, Inc. and approves staff to negotiate the details of that contract.
NOW, THEREFORE BE IT RESOLVED, that the Community Services Commission recommends the City enter into a purchase of service contract with Porchlight, Inc. to manage a community-based "Transit for Economic Self Sufficiency" program for the period covering August 1, 2009 through December 31, 2009; and
BE IT FURTHER RESOLVED, that the Mayor and City Clerk, through the Office of Community Services, are authorized to enter into a purchase of service agreement with Porchlight, Inc. to manage a community-based "Transit for Economic Self Sufficiency" program.
