Fiscal Note
The proposed resolution changes a vacant Transit Accounting Technician 3 position (CG42/R16) to an Employee Relations Assistant (CG43/R11). The change would result in an annualized cost decrease of $6,000. Additionally, this change replaces a represented position with a non-represented position. No additional appropriation is required.

Body
The proposed resolution recreates 1.0 FTE within Metro's operating budget. While the recreation itself does not incur a cost because the current classification of Transit Accounting Technician 3 is a higher pay group (CG42/R16) than the target classification of Transit Employee Relations Assistant (CG43/R11), it is a classification change from a represented position to a non-represented confidential position.
WHEREAS, Metro Transit's Finance Unit has, over the past two years, added a number of positions to the Finance Unit such as Transit Accounting Technician 1 positions and Transit Accountant 1, the Operations Unit has lost a Transit Employee Relations Assistant position. There is a recognition that Metro Transit needs more administrative positions to help with workflow, process management, and to provide support for supervisors, managers, and chiefs; and
WHEREAS, Metro Transit would like to recreate one represented position as a non-represented confidential position;
NOW, THEREFORE, BE IT RESOLVED, that vacant position #3052 in represented classification Transit Accounting Technician 3 (CG42/R16) be deleted in the permanent salary detail of the Transit Utility Operating Budget; and
BE IT FURTHER RESOLVED that position #3052 be recreated in the non-represented confidential classification Transit Employee Relations Assistant (CG43/R11) in the permanent salary detail of the Transit Utility Operating Budget.
