Creating Section 27.05(2)(h)13. of the Madison General Ordinances permitting a condominium association, under certain circumstances, to be exempt from the requirement to install positive locking devices on certain doors.

DRAFTER'S ANALYSIS: This proposal creates a procedure to permit a condominium association, under certain circumstances, to create an exemption from the City's recently-adopted lock ordinance. The lock ordinance requires common-area interior doors, doors leading to shared laundry and storage areas in basements, and exterior doors on residential buildings containing two or more dwelling units to be equipped with a positive locking guarded latch lock and with an approved self-closing device.

The Common Council of the City of Madison do hereby ordain as follows:
Paragraph 13. of Subdivision (h) of Subsection (2) of Section 27.05 entitled "Safe And Sanitary Maintenance Of Property" of the Madison General Ordinances is created to read as follows:
"13. An exemption to Paragraphs 10, 11, and 12 shall apply for all buildings within a condominium association with more than 200 units, and more than 51% of those units are owner occupied, when the exemption is approved by a majority of all owners."
