Fiscal Note
The project cost is funded in the Transit Utility's Operating Budget. Revenue from bus advertising will pay for the services provided. Terms of the agreement provide for payment of $4,000 per month, with financial incentives and deductions/penalties based on the amount of sales. Total contract payment for a period of six months, if extended for such period, shall not exceed $25,000.

WHEREAS, Metro Transit's contract with Meara and Company, Ltd. for transit bus advertising services terminated prematurely in January, 2006, as a result of the Contractor's inability to meet its contract obligations; and

WHEREAS, following termination of Meara advertising services, Metro retained Robert Beyler (local Sales Manager for Meara) as an Independent Contractor to sell and manage transit advertising services for Metro Transit to ensure a smooth transition between past, present, and potential future advertisers; to maintain a positive reputation in the community for bus advertising as a viable advertising medium; and to continue to earn important revenue generated by transit advertising sales - until such time as a determination could be made about the most suitable approach to bus advertising in the long term;

WHEREAS, a determination has been made to go out to bid for a multi-year advertising vendor and an RFP is being prepared for distribution, and in recognition of the fact that it would be in the best interests of Metro to extend Mr. Beyler's short-term agreement to continue to sell and manage transit advertising services for Metro Transit until such multi-year Vendor contract goes into effect;
